TGF Honours Steve Biko, Reaffirms Commitment to Psychological Liberation and Transformative Governance

The Transformative Governance Forum (TGF) has joined the global community to commemorate the enduring legacy of Steven Bantu Biko, iconic thinker and martyr of the Black Consciousness Movement, describing his philosophy as a timeless guide for psychological emancipation and people-centred governance.

In a statement issued on the anniversary of Biko’s birth, TGF said the South African activist’s ideas remain a “living compass” for communities seeking dignity, self-reliance and accountable leadership, particularly across Africa and the Global South.

Born in 1946 in Ginsberg township, Eastern Cape, Biko’s early life was shaped by hardship and resilience. Following the death of his father, his mother, Alice ‘Mamcete’ Biko, sustained the family through domestic work, instilling values of dignity and perseverance that later defined his activism. His political awareness deepened as a teenager after a wrongful arrest and subsequent expulsion from school—an experience that sharpened his resolve to challenge injustice.

Biko went on to co-found the South African Students’ Organisation (SASO) in 1968, providing a platform for Black students to organise independently and articulate a philosophy centred on psychological liberation. Through Black Consciousness, he urged Black people to reject internalised oppression and reclaim pride in their identity, advancing the now-famous affirmation that “black is beautiful.”

Beyond ideas, Biko championed practical empowerment. He helped establish the Black People’s Convention and a network of Black Community Programmes that supported healthcare, education and cooperative initiatives, promoting self-reliance under apartheid repression.

His activism made him a prime target of the apartheid state. Arrested in 1977, Biko died in custody at the age of 30, an event that sparked international outrage and intensified global opposition to apartheid. His death cemented his status as a symbol of resistance and moral courage.

TGF said Biko’s assertion that “the most potent weapon in the hands of the oppressor is the mind of the oppressed” continues to shape its work. The organisation reaffirmed its commitment to building civic consciousness, supporting community-led development, and upholding courageous truth-telling in governance advocacy.

“Steve Biko’s life teaches that liberation is not bestowed but claimed by an awakened and organised people,” the statement said. “We honour his memory by advancing mental decolonisation and empowering citizens to become active authors of their own future.”
