The Commissioner for Works and Infrastructure, Enugu State, Engr. Ben Osy Okoh, has reaffirmed the Ministry’s commitment to ensuring strict compliance with professional standards, approved specifications, and quality assurance protocols in all road and building projects across the state.
The Commissioner made this declaration during a meeting with contractors handling various categories of infrastructure projects, where he underscored the need for proper professional supervision and accountability on every site.
Engr. Okoh directed that, henceforth, all contractors must ensure the physical presence of qualified and duly registered professionals, including Civil and Structural Engineers, Architects, Builders, Quantity Surveyors, and other relevant specialists, throughout the duration of project execution. He emphasised that only professionals with valid and up-to-date practising licences issued by their respective regulatory bodies will be recognised by the Ministry.
The Commissioner also reiterated the Ministry’s existing directive that the placement of stone base must strictly be carried out using pavers only, as this method guarantees uniformity, durability, and the highest quality of road and pavement works. He noted that this directive is not negotiable and warned that the Ministry will not tolerate the use of graders or manual methods that compromise construction quality and the lifespan of public infrastructure.
He further stated that contractors must comply fully with all site instructions issued by Resident Engineers, Resident Architects, and other technical supervisory personnel, adding that such compliance will now form a primary criterion for processing Interim Payment Certificates (IPCs).
“Every contractor must align with our operational standards,” Engr. Okoh stated. “We will no longer approve or process payments for any project where professional guidelines, site instructions, and approved specifications are ignored. Our priority is to deliver durable, safe, and sustainable infrastructure to the people of Enugu State.”
The Commissioner called on contractors to demonstrate the highest level of professionalism, work in close collaboration with the Ministry’s technical teams, and strictly adhere to approved drawings, standards, and codes. He reiterated that the Ministry will intensify supervision and enforce compliance to ensure value for money on all projects.
